secondly I’m in the chair I do appreciate it as hard to get used to okay we’re on part three the questioners [Applause] mr. mister all right well I’ll just make some things that mr. chair see there’s no one’s going to give me a copy of the bill thank you very much mr. chair I’m cheery for apparently thought we’re on part two we’re on part three of the bill giving notice giving evidence and notice by electronic means and I have to say mr. so madam chair madam chair some habits are hard to break madam chair so please do forgive me for that madam chair but it’s interesting that the largest and laziest opposition in the history of the New Zealand Parliament doesn’t seem to want to have but make any contributions on the legislation that they themselves but they themselves introduced into this house and that this government is very proud very proud to be progressing through the chamber this afternoon and later on into this evening mr. masoorie madam chair I do that it is just sir but it’s been a while since we’ve had a presiding officer who as a woman made him cheer and I think it is a very welcome thing so please it is just taking a wee while to reprogram a bit but madam chair I want to talk in particular about our clauses across 44 then the subparts which refer to audio links in the meanings of audio links is defined in this bill so we turn so we turn to the definition for example of audio-visual link as a starting point madam chair and the the meaning of an audio-visual link is something that of course could be interpreted in a variety of different ways there are many different types of audio-visual link and I I’d like to fair for example the audio-visual link in my office me to come to this house just a few moments ago but so will its turn let’s turn to the meaning of audio-visual link according to the electronic interactions for a forum bill which says an audio-visual link means facilities that enable audio and visual communication between the Commission and the person when either or both of them are not physically present at the place specified in the notice as important of course and dealing with this course the word end is very important because because madam chair an audio end visual communication is very different to simply an audio communication which of course is the previous definition in the Act an audio link means facilities for example telephone facilities now here’s an interesting question here’s an interesting question what about a Skype phone now this is important the entire parametric complex of course have moved on to Skype phones and we have Skype phones that offer both audio and visual right so now that’s interesting isn’t it so by saying for example telephone facilities are regarded as an audio link to either avoid the if I preclude them from being included in the definition of an audio-visual link an audio-visual link because in fact a Skype phone could potentially fall under both definitions and I think that’s something that the house will want to consider in great detail as the given that this bill is designed to deal with the change in technology that is emerging and that is continuing to emerge what happens when these definitions when these definitions are had changed are changed as a result of the evolution of Technology and what happens when an audio link in fact becomes an audio-visual link because let’s go back to the definition of an audio link I’ve got the members opposite on the edges of their safe with this I know they’ve gotta want to get into this in great detail an audio link of course means facilities for example a telephone that audio communication between the Commission and a person when either or both of them are not physically present at the specified place and the notice well mister spurt momentum cheer the interesting thing here is that an audio link can also be used where people are present within a particular area and so there could be for example we use video conferencing to link up with a variety of different people some of whom are present and some of whom are not so I think that creates that creates an interesting to an interesting question an interesting question about the the definitions contained in this particular bar part three of the electronic interactions there are many other there are many other provisions I mean Pat part three extends over several pages and I’ve only dealt with two very small clauses off that madam chair and I intend I intend to scrutinize this legislation and much greater detail to ensure that what we have been here at it from the previous government is in fact in keeping with the intentions of the current government are to ensure that we are making sure that we are delivering for New Zealanders the change that they voted for at the last election there the amendments opposite are still coming to terms with so if we turn to Clause 45 for example mention ends here madam chair [Music] I call the
